Yes. If asked or ordered to they can easily do that.
Depending on the order, they usually are obligated to hand data either way.
Entities that do not easily comply with regulatory matters can typically be viewed on the “Enforcement Actions” page of the FTC. I have not searched for PayPal there, yet it is pretty quick to google.
Proton is Swiss based. And PayPal is one of the worst companies and suck at stuff like this.
