It is an open source browser used to bypass the censorship. Is it ok to use or not ?
Tor Browser is a much more well known and much well tested browser. According to CENO’s website they seem to have started around 2018 only.
They don’t seem to be malicious, but better go with tried and true software.

I dont want to use tor unless it is .onion site, the speed really sucks. And I just wanna know about CENO 
CENO is for resisting censorship, not for anonymity.
Most likely you do not need this browser if you are not from Russia or Iran.
In fact, it is not even needed in Russia (not needed yet). Many traditional ways to circumvent censorship work great here.
