They’ve enabled registration in the latest beta.
It’s $3, depending on country. They apparently require Google Play to pay for it right now, although they’re planning to add support for other payment methods. You’re also not able to remove a number from a preexisting account right now (and potentially never, since they’re supposedly thinking about the implications of doing so).
