cloacked requires payment. The author of the article was trying to do it without leaving any payment trace.

I think this refers to the fact that you can get a free 14-day trial of Cloaked and generate a single number. While this might technically work for the initial verification, this also assumes that after you lose access to this number by not paying after the trial period ends, you’ll never need it again, which could be a dangerous assumption to make given Signal could decide to require additional verification in the future.
The author is in the USA. Isn’t it rather easy to get a Mint Mobile account paid in cash for this purpose?
I’m in Canada and if I wanted to do this all I have to do is go to a gas station and buy a sim with cash without showing ID. No ID required for activation.
Remember to wear a big hat for the CCTV
