uh…no? Most western countries do not require warrants for simply recording IP addresses. Canada is apparently now one of the few that does

ISPs record. That is no problem in Canada or any state really. But, police can, and often do, ask ISPs for IP logs. This is common in most western countries. But today, the SC of Canada declared that police asking ISPs for info, without a court warrant, is against the law

Certainly not common here in Portugal, a warrant is required. There’s a huge constitutional problem with ISPs recording them to begin with. The law allowing that to happen was ruled unconstitutional years ago and so have thus far the multiple legislative proposals meant to replace it
