Where do they say that? I mean did you actually check? They do offer phone services. Haven’t tested it yet myself. But please look a bit further before you comment.
I have yet to find any VoIP service that allows me to buy a Norwegian phone number and use it to receive SMS. With the exception of Twilio, but from reading Bazzell’s guide it seems like an awful lot of trouble to set up the SMS functionality. I might give it a shot sometime though.
