Advice needed on VOIP phone services without cellphone verification

Hi,

I’m trying to find a VOIP service (I used to use Skype) that will allow me to make international calls using my laptop. I’ve tried a few services and they all want a cellphone number, to send a code or make a call with a code. Does anyone have any advice about VOIP services that, like Skype, can make calls online without requiring personal cellphone info?

VoIP.ms has never asked me for a cellphone number.
Maybe because I ported my number from a cell provider.
I’ve never made an international call so that could also be why.
AFAIK, voipms is only available in Canada and USA.
They are no where close to a private service.

By the way, in case it helps anyone, I did manage to find a VOIP service that allows me to sign up without a cellphone, and to make calls online, kind of like an online payphone. However, the application I wanted this for, to make international calls, it didn’t actually work for, because the number is apparently listed as anonymous, and the institution that I wanted to call, OR the UK phone system, would not accept a call from an ‘anonymous’ number.
