I saw the topics talking about the best and safest pdf viewer and pdf editor, but most of the speech there were about the pdf apps of the pc
So what would be the the most private pdf editor?

Thats a pdf viewer not an editor. to my knowledge there arent many pdf editors for mobile phones

There are on iOS at least. This is a famous one, but it’s not private. Most of them only allow it with the premium though

Try using this to copy the text off it then use another PDF App to edit the text:
