For obvious reasons I cannot add much detail. I am looking to find a resource (article, tutorial, etc) on best methods of allowing communication in and out of a country that has a great deal of control over their citizens’ privacy.
What should be considered from the threat-model standpoint? Assume the government in question has great wealth and power to control their citizens and that there is already a source inside the country who is willing to assist in establishing secure communication.
I think the best way to understand your threat model is to ask yourself: What are you trying to protect here? I can only give you vague advice without knowing more.
Assuming that this country has banned Tor and Signal already, your priority is for the intended recipient to acquire a Tor Bridge. They may also need to find a way to install Tor Browser or tails if they haven’t already obtained it. If this is not the case, then the process for establishing safe communications is much easier.
If this is not possible, is there a way for them to physically meet someone in that home country with Tor access? Perhaps they can transfer the Tor installation files and share a Tor Bridge with them. Are there VPN providers that work in this country?
If you don’t need mass adoption, but need it quick and easy, try
Getting a travel sim from nearby countries, and use it in your home country in “Roaming” mode.
Rent a overseas VPS and do everything you need to do from that VPS. As long as the thing you need to do is NOT ILLEGAL in the VPS host country.
Alternatively you can try Tor as suggested by @KevPham, but it could be quite difficult and sometimes risky as your ISP might capture the pattern and put you under “watch list”.
