I see no good reason to restrict acceptance of recommendations on the basis of geography or jurisdiction alone. Instead I would focus on making sensible acceptance criteria and processes that ensure adherence to them, including how the PG community (not just a small number of members) can verify and test proposed and existing recommendations.
About marking recommendations, I imagine a situation where some tools are recommended to use in some locations or jurisdictions but recommended to avoid in others. For instance an E2EE messenger may be recommended for country X but only because it is the only E2EE messenger available there, but in other countries other E2EE messengers are recommended. Or a VPN service may be recommended everywhere but in country Z because country Z criminalizes its use. Dealing with this kind of complexity in a clever way should be considered too.
