You cannot send DMs until you have reached trust level 1 (which is easy):
Get to trust level 1 by…
- Entering at least 5 topics
- Reading at least 30 posts
- Spend a total of 10 minutes reading posts

Might as well do them all, doesn’t take long. This is now a non issue if you ask me.

I believe private messages are unnecessary in a privacy forum. The idea is for everyone to share their knowledge with everyone else.
