Is location being tracked when deactivated Esim in phone and mobile internet turned off?

Today the hated one did a video about location tracking when using a sim in Graohenos or other phones. This fits perfectly to a question J had for a long time.

I got an esim in my graphen phone, but my SIM is always deactivated. To activate, I would have to first put in the PIN. But even if I have the SIM activated, then I only have the Mobile Internet on if I use it.

I assume that I have WiFi also off and Airplane Mode always enabled. No Bluetooth or WiFi triangulation.
Can my ISP/ Mobile ISP always See my location, when not connected to a WiFi or mobile internet, but when I have my eSIM in my phone?

Is there a difference between having the ESim activated (PIN entered) or deactivated??

Yes, your phone will connect to the network even with no traffic. Even in its least active mode it comes up (from memory) every 30 minutes or so to ‘check in’ with the network. So the network may not have a continuous plot of your location, but will have a series of dots.

Not sure on this one. A phone without a SIM can still make emergency calls, but I don’t know if it checks in to the network in this state, or if it only connects to the network if you try to make an emergency call.
