If i use a dedicated proxy with OpenVPN and Wireguard is it encrypted like a VPN?

If it’s https proxy then yes. They can still see domains like any ISP.

a proxy is not encrypted by default - adding encryption via wireguard (or openvpn) increases security, yes. It’s “kinda” like a VPN (still, personally, I wouldn’t equate the two). In any case, it all comes down to trust in both cases.
