Why do you do a fresh install intermittently?

Are there any best practices out there regarding periodic fresh installs of a distro/OS?

Computer: On average probably every ~2ish years. But it really varies.

Phone: Factory resets from time to time for various reasons, only when the need or want arises, not on any set or predictable schedule.
