Also, a glitch of this upscaling cause videos to have blinking patterns; potentially causing epileptic strikes (this doesn’t appear on all devices).

It is. Someone pointed out that creators can go into settings to disable “AI enhancements” but who knows if that disable it.
Dick move by making it opt out - if one needed another reason to detest Google.
it is by default with to my understanding no way of opting out (only for non-youtube shorts there seems to be opt out but that’s to my understanding for super resolution not shorts and uncertain how simple it is)
