Why US government support privacy organizations?

Hi all,
This was something that highlighted my attention and curiosity recently:
Why do USA government sponsor platforms like Tails , when they “reduce” their surveillance?
Aren’t they spending money in both sides of the coin? In NSA and then on privacy organizations that “difficult” NSA work…

Just wondering

Simple, they need the anonymity themselves for ops.

And they know those products and services will never become so big in a way that could compromise their mass surveillance system

Because giant governments always have tons of different, sometimes even contradictory priorities that they act upon. The world generally isn’t as simple as PRO- vs ANTI-.

Very large entity with many competing goals and interests.

exactly! the US government is enormous. It would be impossible for every section of it to have the exact same goals / interests.
