Why isn't Linux Mint recommended?

I do get it. Its just that the expectation of normal people with a usable OS is that it doesn’t require frequent reboots because those are annoying especially if you have LUKS (and we do recommend LUKS). Some people find that annoying as it was a criticism of Windows needing multiple reboots.

Where did you get this? Could you explain this statement?

People are always so opinionated about linux flavors. PG already recommends 10 options. Do they really need to list more? I think even 10 is way too many, which may give new users analysis paralysis. I would drop Suse from the list. Besides the correct choice is always Arch jk

I think they’re making the correct choice to not include Mint due to the X11 support which is noted in the Linux distro minimum requirements. None of the Mint DEs fully support Wayland.

I’m not the person you replied to but it’s probably because layering apps with rpm-ostree can apparently cause issues according to Universal Blue in their Aurora and Bazzite documentation.
