They will ban Tor connections at the ISP level. There are bridges and other workarounds but those only existed for places like North Korea until now.
Probably up for debate, but I feel we still have a ways to go before these local capabilities evolve to the point where they can effectively police behavior completely unsupervised. Otherwise, a mandatory network connection will be required for remote personnel/services to review, monitor, police, etc
A good case for establishing more global Tor servers. It’s very hard to censor Tor when operating as intended, but today’s onion network has an order of magnitude fewer servers than originally envisioned
