I work in an education institution. We don’t block VPNs, but our security system will flag any users who log-in to their school account with a VPN. If the OP’s university is the same, they should set-up a school profile on their device or use split tunnelling. Understand that IT admins have to manage their user accounts, not the users themselves.
I can only speak for myself, but I’ve tried RiseUp and NordVPN at my workplace and neither would connect. However, I’ve tried Mullvad and Orbot and they both work, although Mullvad loses connection more frequently at work. Maybe the OP could try a different VPN?
And what does this flag entail really?
VPN issue notwithstanding, I advise against connecting your personal devices to monitored networks especially at workplace.
