I know this sounds like a conspiracy theory, but people that follow what intelligence agencies have done in the past, wouldn’t be surprised if this terrorist attack was at least influenced/indirectly made happen by an intelligence agency, probably either one of the american ones or a cooperation of some western intelligence agencies.
Because one terrorist attack and suddenly switzerland, that is known for their calm, passes this legislation?

I mean if you think about it: Are the intelligence agencies really that different from the Gestapo? Not really, just doing better propaganda so people either don’t notice them or think that they are only somewhat bad.
