Might Posteo be a solution for you? They support encryption at rest using the public key you supply. I’ve been using them for 3 months. Webmail and calendar and migration inbound and customer support are awful but it’s cheap and imap/smtp have been solid. Oh they don’t support custom domains either.

As long as you don’t mind everyone spoofing your email addresses and scamming others under your name marked as legitimate.

I’ve been doing an in-depth exploration of private email providers. My conclusion is that Posteo is the best. There are 5 reasons in the links above for rejecting Posteo - None of which hold up.
