In the case of hosting a high risk website, yes you should use hosting/domain provider in russia/china.
In the case of a VPN, you should focus on the current reputable companies IVPN, Mullvad, and avoiding cross-contamination. In the west, VPN’s aren’t really targeted as much since the people using them in conjunction with cybercrimes are still making beginner opsec mistakes that the feds easily catch on to.
Example is the BreachForums owner Pompompurin using his VPN to login other services unrelated to his second life.
It entirely depends on what you’re hosting. If it’s something those countries likely won’t like there will be less ability to ignore official complaints.

Most “safe haven/bulletproof” hosts will act legit and play the pretend professional game until the complaints actually come. At least the russian proxy ones I’ve seen.
