You could try gentoo.
They state “Immutable” as a criteria, I am not sure Gentoo can be made Immutable easily.
I don’t think there is any other that perfectly meets your criteria. Fedora SIlverblue is close but not entirely rolling release.
Not easily but I’m pretty sure it can be done.
Not a rolling release and uses their own flatpak repository instead of flathub which just doesn’t make sense to me.
There is either none meeting all of your criteria aside from the mentioned Aeon, or only very niche distros, you probably shouldn’t use.

I agree with @bqfls Silverblue is a very good immutable distro.
But, this whole ecosystem is an flux atm., but the community gonna accelerate this into “heavy shit”. A year or two from now, there’s gonna be some very good immutable OS’s out there.
At this point in time, there are no true immutable OS’s out here (that you can “live” with).
Not sure about the SELinux but I think all the rest matches your criteria with the new KDE Distro but is basically a prototype
