Install GrapheneOS on Retail Mode DEMO/MDM Locked phone?

I found a good deal for a Pixel6a 5G on eBay, however the desc stated that the phone is in Retail mode DEMO / MDM Locked

First if I buy this am I risking a trip from the bioluminescent gov. agencies for potentially stolen property? While I don’t know if it’s stolen it might be.

And second would it be possible to install GrapheneOS onto this device and remove these restrictions? (I’m assuming they are software based but I’m unsure)

I’d give them the benefit of the doubt and say they might’ve purchased it without knowing it was a demo device
