Github will allow people to quickly make issues generated by Copilot

As of currently, it seems like repo owners on Github will not be able to turn Copilot issues off. People are understandably very upset at the implications of this, spam and slop will significantly increase for projects on Github.

This is unfortunate since the AI slop has already been problematic prior to easier integration. I do hope that they add an option to turn it off
