Good/bad situation, but overall I find it confusing. For example,

As always, the user then has the choice to continue adding the extension if they agree to the required permissions and data collection, or cancel the installation flow.

this implies that if you refuse the collection of data then you can’t use the app. Maybe I am reading it wrong.

We plan to extend the existing WebExtensions permissions APIs to include these data collection options, making it as easy as possible for developers to adopt this new functionality.

But this isn’t an actual permission, more of a consent indication, so couldn’t the app just violate this choice? If so, putting into permissions is a bit misleading as it implies something technical is blocking it from collecting data.
