Can apps track you through iCloud Keychain?

I’ve noticed many apps are saving what’s called “application password”s used by apps to store some identifiers on iCloud Keychain.

So I’ve been thinking, is using iCloud Keychain can help third parties to track you even if you change devices ? (Assuming you’re always enabling it)
