Can Android OS update or app update reset permissions for apps?

Hello.

So I have a Samsung phone, and some time ago, I toggled off “Allow background data usage” on most apps.

Today I was going through all my apps to check the permissions status for each.
And I noticed that some apps had the “Allow background data usage” toggled on, despite me having zero memory of toggling them back on.

Common thread was that they were all either Samsung or Google bloatware apps that I can neither disable nor uninstall.

The only conceivable reason I can think of is that OS or app updates toggled them back on.
I remember reading somewhere that the OS can override user-set permissions, but I’m a non-technical person and can’t remember exactly what I read.

Am I just going crazy?
Or is my phone really just deciding what’s best for me?
If the latter, is there any way to prevent this from happening in the future?
