Unfortunately, no matters what the law says, you can’t freely install and propose apps on a proprietary OS.
Can’t you just sideload on iPhone now though?
Apple still has to notarize&approve all apps, so technically no. It still goes trough an automated or manual check. I am not sure if they check updates, but from the report, it seems like they do.

STOCKHOLM, May 16 (Reuters) - Apple (AAPL.O), opens new tab has blocked the “Fortnite” video game on its iPhones in the U.S. and through the game maker’s own store in the European Union, its maker Epic Games said on Friday.
Access to Fortnite via Apple’s iPhone Operating System and through its App store will be unavailable worldwide until Apple unblocks it, Epic Games said.
Epic Games did not give a reason why Fortnite was blocked, but Apple said it had asked Epic Sweden to resubmit the app update without including the U.S. storefront so as not to impact Fortnite in other geographies.
“We did not take any action to remove the live version of Fortnite from alternative distribution marketplaces,” an Apple spokesperson said.
Apple isn’t even denying (see official Apple letter to Epic) that they blocked Epic EU account from submitting an update to allow direct payments in the US. The issue is Epic can’t submit Fortinite from their US account as it was banned.
