It seems that Apple Maps was quickly dismissed, but it seems to be a good choice for iPhone users who want real-time updates. It collects no data that’s linked to the user, unlike HERE WeGo. Since there are device-specific suggestions for e.g. browsers, I think it could be warranted here too.
i highly highly doubt that location data can be anonymised as you say. The requirement therefore seems a bit pointless. Anonymisation is really hard especially when it is pattern based.
I splitted the discussion on Here maps to Here WeGo (Navigation).
This should be dicussed outside just adding the category imo. The other apps already have sperate threads. Lets use this thread for requirements and comparing discussion.

I think the individual tools should be adressed and approved seperately but that we should add navigation tools seems agreed upon.
