About WhatsApp's "You may have new messages" even when it is not connected to internet

I have a samsung tablet with stock android that I will install lineage OS later on. Until then, I set a general firewall block for all but privacy respecting apps (I realised I forgot to do that for google play store, that may be the culprit) but I still got a notification from WhatsApp saying “you may have new messages” at the exact time I got a message, this happened thrice back to back. I was using a public wifi with VPN, I did the same in mobile (heavily debloated except having whatsapp) while checking a different country. Altough I did not get the notification after blocking google play store from accessing internet too, was this just a coincidence and I am being a paranoid? I am trying to get people on Signal to uninstall WhatsApp but it’s quite hard to do so.

Play Services is still processing push notifications?
