Worst-case scenario plan re: RESTRICT act?

If the RESTRICT act passes and they use it to ban VPNs, Tor, and similar things, what should we do to keep safe from website tracking, surveillance, region blocking, etc.? Should we assume a law like that would only be enforced selectively, so unless we look suspicious we can keep using those things? Or is there something else we should start doing instead?

Sorry if this is a noob question, I’m still kinda new to internet privacy and I’m not sure what to make of this law
