Is there a way to put in phony data and use the app to take advantage of the deals?

Welcome to the forum! IMO, the money that you save from these deals is marginal. Youre probably better off just trying to find a more budget supermarket option in your area. Also, when you mention the “west coast”, note that this community has members from around the world, so it would be good to specify the country.
Sure. You can make up a number and use a burner email address when registering. Probably in the store they’ll give you a card, peel a sticker and scan it, and ask you to enter a phone number.
There are standard open phone numbers that others use, some found on Reddit. I tried one and it has several thousand dollars spent that month.
On the other post, yes, sometimes the deals are small. $0.30 off green onions. But that might be 15% for that item. It adds up.
What do you mean by “data vacuum”? Safeway is sucking up a lot of information from users? Sorry English isn’t my first language.
Yeah that’s what they mean
