Re-identification doesn’t necessarily reveal a person’s identity. Instead, it is just an assertion that the same surveilled subject appears in different settings.

This same logic was once used in the debate over hashed personal information: “Hashed personal information is not personal information.”

As a result, hashed personal information has come to be considered personal information. What will happen with this technology?
