Do you only know of GrapheneOS or do you know about GrapheneOS. Either way, its website should easily answer this question.

you can build twrp, pretty easily.
All of the stuff in that “article” is just typical Google Play Services trash.
Any OS without Play included won’t have that.

Regarding TWRP, not sure what the relation is here, but TWRP should be avoided as it typically prompts to install a proprietary app which actively sends off your location and contacts: https://twrp[.]me/app/privacypolicy.pdf

Usage information (e. g. transferred amount of data, call logs)
App usage (e. g. of all installed apps, their usage time, duration, volume and location)

Say what you want about TWRP, it is the best custom recovery I have seen and used to date. Don’t want the spyware application? Simply say no when asked if you want to install it.
