Is there a way to sync the Outlook contacts and andeoid contacts without going through the cloud. Over bluetooth or home network?

Outlook does not support CardDAV natively, so an extension like Caldavsynchronizer will be needed as well.
And if Nextcloud is too bloated for just contact syncing, Radicale and Baikal are good options.
