I don’t know how they think they’ll be able to embed all the information a static QR code and keep the encryption from being broken (or leaked). At that point, the QR code scheme is just as bad or worse than having the information printed because data is structured on a QR rather than needing to hand copy or use OCR to extract data from an image. IMO, this change seems mostly like security theater.
