Can vPro features be activated in the Dell BIOS?

Hello Community,

I am planning to buy a new notebook that comes with HSI-4.
I decided for a secure-core Latitude with vPro support.

The problem is that I can’t seem to select the “Intel vPro Enterprise Management” option in my country (which lies in the EU).

So my Question is, can i activate the vPro Features in the BIOS?

Or do I have to have the notebook shipped from the USA?
