I use Sandboxie to sandbox apps in Windows. Is there a similar program to sandbox apps in Mac OS?

Everything from the mac app store is sandboxed by default.
Downloaded 3rd party apps _can_ also be sandboxed _if_ the dev added it.
Not aware of anything like Sandboxie on macOS, though.

Is there a way to tell if a 3rd party app is sandboxed in Mac OS?

Yes, in the Activity Monitor cpu plane. Add the “sandboxed” column to the selectors.
