Remove S/MIME hardware key requirement

Criteria:

• Devices which cost over $35 must support handling OpenPGP and S/MIME.

This seems irrelevant tbh; we don’t recommend using S/MIME on the site in the first place, and nobody really does use it in general.

Aren’t there more S/MIME users than PGP users? It’s supported in most modern mail clients, unlike OpenPGP. Though those users probably don’t need recommendations — they already have corporate policies and IT departments for that
