I don’t think this is the case for mobile devices.
It would be much harder to do these on a running ARM system simply because the components are not modular. This:

Even the attacks in this article do not work against DDR5, only DDR4, because DDR5 runs much faster. So, are ARM chips inherently less vulnerable? Yes. Is this completely impossible against ARM chips? I’m not sure.
