Do you think it is bad for my privacy if I use the Google photos app WITH a Google account but WITHOUT automatic back up to the cloud but with Internet access?  
This is because I may want to use Video Boost so I would just upload to my Google account the videos I want to get boosted.  
I know it’s not a great way to ask my question, decisions are not “bad” / good, not black/white but still, you got my question

Depends how much you trust Google.

Personally I’d try to avoid it. Keep my photos in ente regularly, and have a work profile or something to move individual photos/videos into if I want to use Google Photos features on them. Something like that.

I don’t need it but its great because it enhances greatly the quality of the video (even better than a normal video on an iPhone says dxomark).
