Go to API access in settings and turn on all the options in there. Try it and it might work.  
By the way, are you using the VPN in whonix system for any specific purpose?  
The whonix system runs the entire system network on the TOR network. Using a VPN in Tor destroys anonymity and can cause errors if not configured properly, you failed to connect, presumably due to misconfiguration.

**Second, I feel that the first one is not very useful**

1. You use whonix, and using a VPN in a TOR network requires additional configuration. But I’m not a Linux user (whonix is Linux) and can’t tell you the details of how to do it (warning: this breaks tor anonymity)
2. How can you use whonix ?  
(1) Install whonix directly in a computer  
You need to configure the VPN network in a router before you can use whonix (a soft router is also possible), and there are many related to this on the web tutorials.  
(2) Use virtual machine, for example, install virtual machine software in Windows, and install whonix in the virtual machine, this way is the most convenient, just connect VPN in Windows, and share the network to the virtual machine.

You run the VPN directly on the main system and then open the VM to use Whonix.  
Does that not work?
